In May 2005 the governing body of Menorca, The Consell Insular put into force new regulations concerning the letting of property within Menorca under Order 55/2005.

The new regulations are designed to provide easier access to the tourist licence, provided certain conditions are met. The association of hoteliers Ashome, is a powerful group and brought much pressure upon the Consell Insular to do something about the ‘illegal’ property letting market. They were, they claimed, extremely concerned about those individuals letting unregulated property within the tourist sector and doing so ‘only armed with a mobile telephone’; the Consell Insular having no control over the quality of accommodation or the safety of such property as the illegal ‘middle man’ in these cases provided no proper facilities for dealing with any issues regarding the property, fire protection, emergency services or quality standards. In short these companies were working and operating without license, unregistered with the relevant authority and completely outside the existing regulations.

In 2003, the office of Tourism conducted a blitz on any company involved with the letting of property within the tourist sector. The new regulations brought into force in May are designed to control the quality of properties and provide easier access to the tourist license provided certain conditions are met.
